Connection TImes Out

I put up a new server today. The MTA Server.exe says:

Server started and is ready to accept connections!

I go on game, and quick connect to server. All it says is Connection timed out.

Do you host your server on your own pc where you also play MTA?

Sorry for double post!

Can someone help me? My ip adress, I leave blank, it goes to the hosters Ip adress (190.58.195.228). I put 22143 in port. I go one game, and it STILL says Connection times out!
