If not by default, is it possible to make somekind of animation for them and then create a command to run it? Once again, I'm thinking about RPG servers. It would be much better, if the cells could be controlled by some commands, so it would be easy to jail criminals. Link to comment

Just do what people do nowadays, shoot the person and ride along, seems much easier. No, though on a serious note it would certainly be expanding the new features that the RPG side of MTA will have if such abilities were introduced and it would create more of that "captured" feeling inside of the cell. I have no knowledge in knowing what objects are solid and can be used, though if something like this could possibly be developed, it would change the scene of RPG into something more better with the use of objects being more involved in gameplay.
