I need a gta 4 or 3 (liberty city) map

I need a gta 4 or 3 (liberty city) map for my server
is there any way to put a new city in  a mta server ?
it doesn't matter if it will replace the existing san andreas or will it be in the sea.
i want a liberty city map but it will help if there is any map will do that
