CC23 Error Connection timed out

hI so ive wanted to play in a roleplay server with some friends , i try the ip server and boom cc23 error connection timed out i ve tried with many server no results but otherwise when i try to connect to a server in " Internet " its connect easly but when i try a server ip its gives me the problem ( Sorry for my grammar )

you're having multiple non-standard issues, reinstall GTA:SA and MTA:SA and cleanly, you're having problems with your changes and few changes on the maps side
