Original SA cars do not use unwrapped UVs for templates. Their UVs are a mess as the only texture they use is the vehiclegrunge256 texture. There are a few vehicles that support templates though - here's a list of all IDs https://wiki.multitheftauto.com/wiki/Paintjob

For the example in your post, you can use any 3D application as long as they have a DFF importer. With the DFF imported, you can select all of the vehicle's surfaces detach them and then combine them into one mesh. From there, you can render out your UV canvas and choose to render it as wireframe.

I'm sure there are already modding sites with these templates exported.

I searched a lot and did not find a site that publishes it, but I only found a few and did not find what I wanted
