Map Editor as a standalone program

Hello everyone, recently I was wondering if I can get a MTA map editor as a standalone program, so I went straight up to Google, but could find nothing about it. Does it exists, and if so, where can I get one? Thanks :D

There's no such thing as far as I'm aware.
