getAccountsByIP

I encountered this:

Using getAccountsByIP Works fine on my Windows server. 

Using the Same script on my linux server returns No accounts... 

Is this a known bug or is it some config that i missed?

I think you server is outdated

If yes then update it to use the function

server version is 1.5.8 (MTA:SA Server v1.5.8-release-20668)
its not outdated

. This function had a bug that was fixed only in r20683 and it looks like it didn't work at all before this version.
You can manually update your Linux server to the latest (or desired) version: https://nightly.multitheftauto.com/
Or wait for a new package release on https://linux.multitheftauto.com/

thats why  the windows server is version r20683
