What you can do is capturing a screenshot of the player ingame and then cutting it out from the background using an image editor like Photoshop, gimp (which I believe is free of cost). 

Make sure that you've set your MTA video settings to best so that your picture looks fine in higher resolutions.

Another option is rendering it in a 3D application, basically removing the need for going ingame and also removing background by cutting it out. This however requires significantly more setup and modding experience so i'd recommend against this for "regulars".

 

Having a second look at the image I've gone from thinking it was a framed portrait to more of a graphical interface for a server. It's a bit unclear through the image however if it's the case I'll move your thread to the appropriate section for coding support.
