There's no 1.0.2 source, most servers don't allow 1.0.2 clients anyways. Give up, play with a default GTA and play offline with your mods...

MTA is programmed in C++, the compiler they use on windows is Visual Studio 2008, but unless you want to develop stuff for MTA there's no need for an end-line user to do any of this.
