Make sure to provide your serial (you can grab it by launching MTA, opening up the console with F8 then typing 'serial' without any quotes) and any relevant information you may find useful/relevant.

Remove the game hack and you should be able to play again without any problems.

If you have any questions about your Ban Appeal, please wait for any other solution/explanation in one of the topics you've made here and here. If you keep spamming the forums about this subject, we'll have to take administrative action against you.

Unfortunately, your specs are indeed quite low-end. Since you've already tried reducing your graphics and tweaking with the settings overall (both GTA and MTA) in order to optimize your performance, I'll not go into that further.
The servers you're playing can have quite an impact on your performance aswell. Badly optimized and heavy-modded servers can also take a toll on your performance, especially considering your overall specs.
Other than general tweaks and eventually some optimization mods that don't intervene with MTA, your options are to either:
Upgrade to a better laptop/PC (I understand this might be hard to do, I believe you would've done this already if this was viable, but nonetheless it's something to consider long-term as the preferred option); Join well-made servers that concentrate their efforts into using well-optimized scripts and are not heavily-modded (or at least they offer low-end specs player the option to toggle those modded assets).

Please wait for your ban appeal to be dealt with and a decision to be made. As long as you're banned, of course you will encounter problems with the game.

It seems you got a temporary ban. These kind of bans can't/should not be appealed. Wait it out and in less than 24 hours you will be automatically unbanned and therefore you will be able to play again as long as you don't run the spoofer again.
I would highly advise you to completely remove the spoofer and never touch one again. The fact you got temporary banned this time does not mean you will not face harsher punishments (up to a permanent ban, which by now is most likely) the next time you toy with such programs.

It seems you got a temporary ban. These kind of bans can't/should not be appealed. Wait it out and in 5 days from the moment you got temporary banned you will be automatically unbanned and therefore you will be able to play again as long as you don't perform the same actions that got you in this situation in the first place.

In his topic, please let him know that he needs to provide, along any other relevant information about the incident, his serial, which can be retrieved by opening up MTA, pressing console key (F8 by default) and typing 'serial' (without any quotes).
