I dont know alot about the server side of MTA but http://forum.mtavc.com/viewtopic.php?t=11098 might have something to help out with any other problems which might occur. Also make sure the server patch is installed. T is to speak in game. Just press T on your keyboard and enter the message and then click enter to send. Some controllers do work for MTAVC but the autoaim or lockon feature dosnt work. most people find it also easier to play with mouse and keyboard.
