Can I download server files instead of fetching them?

I recently have been playing a lot MTA SA, more than I used to at least. It is fun and addicting to play this game but I came across an issue recently, every time I join a server (which I have been playing for about a week) I have to wait about 5 minutes for everything to download again, is there any way to have it download one time and not have to go through the same loading screen every single time?, from my understanding the issue is that the files are fetched from the server every time I connect, and they are not downloaded to my pc, if there is any way please let me know.

Normally you download the resources of a server only once. Maybe what you're downloading are the different maps + all of the custom car models, music, etc.

I thought so too but it seem a bit weird because nothing has changed in the server, also if the files are being downloaded, where are they located at?

All downloaded files are here: ...\MTA San Andreas 1.5.4\mods\deathmatch\resources

Unsure if this is possible, but maybe once all the client files are downloaded and loaded, they automatically get deleted if the file has the fileDelete function in them.
