Console Denied

Hello,I  am new here .It pleases me to be here.When I write a command like refresh or restart in mta server.exe .I get ACL:Denied 'console' access to command '.....'

How can I fix it in ACL ? knowing that I saw a lot of youtube videos and asked a lot of friends ,but I still have the problem .Thanks for time .

Remove this line or another one you want to use in the console and restart the server
