Error 5 - Access Denied

So when i start MTA i get the error code 5..

Something is preventing MTA from launching GTA.

Check if you anti-virus is blocking MTA

i looked up and my antivirus isnt blocking it

still cant find the resolution of the problem..

Edit: found a fix for it -> deactivated some chinese firewall entries caused by Monster Hunter Online and did a restart, posting if it doesnt work after a while
