YEs go to options -> controler setup -> redefine controls, and change the Horn button, to whatever you want

I setted the button to L-shift and is now L-shit - r-shift how i can remove r-shift

Unfortunately I think you either need to assign the R-Shift key to do something else or delete the "gta_vc.set" file in "My Documents\GTA Vice City User Files", although you'll have to redo all the settings (screen resolution, audio and keys).

Yeah, if you do that, you have to change the resolution in single player otherwise MTA crashes.
