You have a modified streak.dff and streak.txd, but gta3.img looks unmodified.

One of these might fix it:

1) Reinstall MTA with:

https://nightly.multitheftauto.com/?mtasa-1.5-rc-latest

2) Delete folder:

• C:\Users\\Appdata\Local\Virtual Store\Program Files (x86)\Rockstar Games\GTA San Andreas\

3) Reinstall GTA:SA
