Does MTA has any Telnet or Soap access?

Greetings, I do not play MTA or GTA in general, I'm a web developer that was tasked by a friend to make a MTA:SA CMS/website/ucp, so I'm trying to make a web item shop, and I was wondering if the server supports any telnet or soap access?

Like being able to execute console commands through PHP or something?

There's the PHP SDK: https://wiki.multitheftauto.com/wiki/PHP_SDK (You cannot use it to execute console commands, but you can call Lua functions which is even more powerful).
