Which resource should I stop treeto remove the vehicles that are near the spawn points

I think you need to stop either play or freeroam.

Yes its in Play (freeroam) but if you stopped 'play' resource you'll be not able to enter to the game so i will tell you an easy ways to solve it,

Go to Play resource and on it you'll find an file named broph.map

Open it with notepad++ or something like that

then remove these cars on the file "broph.map"

it look like that:
