Help me in starting my local server .

Hey Guy's ,

I wanted to ask you that can you guy's help me in starting my local server ?

I've watch many tutorials of starting the local server but still failed in it . I've tried and port formation too .

2003 and 22126 is of UDP and 22005 if of TCP .

Please any one of you can help me in this matter ? My Ports are coming closed and I can't understand the problem . I've reinstall mta as well .
