Need help scripting resource loader something.

Okay so i am planning to make server with tons of car models and skins, but i don't want force players to download these on startup. So what i need is like GUI in game where you could choose what "recources" to download ingame.

If there is any free scripts similar to suit my needs feel free to post here because i have no idea where to start.

If someone is interested to make me one or help me out i might have some money in my pocket.
