I NEED HELP WITH STARTING SERVER

Ok i have tried alot but i need a walkthrough on how to start a server i am totally re installing mta and i need a way becuase when i try it now it just says it failed to open! so i am re installing and i will need info on how to start one! and how much it will cost

and the one i am re downloading is 1.3.4

First: Where are you trying (or wanting) to open your server on? Are you trying/wanting in your pc or in a hosting website?
