Because, web servers have firewalls, they don't allow other connections. I am familiar with 000webhost, the only way to let remote connections connect, is by donating. You can contact them for more info.

Most if not all web hosters have blocked firewalls. You will just have to pay, or keep searching until you can find one that will let you use a remote connection. unfortunately, i havn't had any luck with it.
