[HELP] Editing a resource

Hello. I have a resouce vehicles system from the community, its brand new posted, and when I open it in Notepad++ or any other editing tool to edite it in my language I can't understand the code.

How can I change it into a normal code.

Yes i know that i won't help you because the script compile for save his code and rights .

Even if you knew how to decompile it, you wouldn't be able to use it, because you can't decompile a script and get the original code.
