Yes, the /fr panel.

hmmm, I don't think you could disable it, but you could unbind it and remove the chatbox:

here:

unbindKey(player,"f1") 
showChat(player,false) 

after just bind the key to the freeroam command and show the players chat

Surely a mere conditional check would solve your problem. Within the function that toggles F1 check whether they're jailed. If so, do nothing.
