FPS Overflowing serverlimit.

Good evening,

I know this might be some sort of a first world problem, but it's annoying nevertheless..

I recently started playing MTA San Andreas again and I love playing the Race gamemode. I play on different servers but I recently got banned from one because I had too high FPS. The high FPS causes me to accelerate slightly faster as others which is unfair. It's also not fun for me when racing, since there is less challenge.

It usually goes like this; A server has set the FPSlimit to 51fps, I get 54fps. A server has set the FPSlimit to 30fps, I get 31 or even 32. It's very annoying and I was wondering if anybody has experienced this too, or knows a solution?

My PC is rather good and my latencies on servers are often 60% lower as the other players. Though I'm sure there are players with a better PC as me.

PC Specs:

Intel Core I7 860 @3,4Ghz.

ATI HD5870 @850Mhz

16GB DDR3-1600Mhz CL9

OCZ Vertex 2 120GB SSD.

Asus Maximus III Formula motherboard.

The rest doesn't really matter.

My latency is usually around 20 when I'm at the servers I play at.

I've got a few enhancement mods installed: StreamMemFix, ENBSeries, CLEO to use AeroEnabler (Enables the Aerointerface when playing GTA San Andreas, which is usually being disabled by windows.) I did disable ALL these to see if anything went better but nothing changed. As a matter of fact, things could've even gotten more smooth.

I've tried disabling Vsync, playing with my AA/AF settings both driverside and MTA side but nothing works.

Please help me, I don't want people to think I'm hacking my FPS or something. I want to beat people in races fair and square.

Sorry for the Doublepost/bump.. But my problem is back again. With FPSlimit #02 enabled I used to get about 43-45 fps on a server where the limit was 45fps, strangely enough, after playing about a week or so, the problem returned. I'm now getting 46 FPS on that server, whereas with FPSlimit #01 I used to get 47-48 FPS. I'm sorry to bother you guys with this problem again, but I'm truly clueless on what to do next to fix this. I haven't seen anybody with this same problem so far.
