i think all you can do is try to change numberOfGears using setVehicleHandling. however you sadly don't really have control about when the gears change.

As Dark Dragon said, you don't have control on it.

The video you showed has an artificial handling control, it was a gear system completely remade.

MTA doesn't return a very correct year and there's no sync between car sound and car gear. If you want to make your vehicle faster, you can use vehicle handling functions (use Remi-X's handling editor if you don't know what are vehicle handling functions).
