I just noticed Mozilla Firefox has done the same since 4.0... Now it's in the 10.0 version!!! WTF!?!?!?!?!?! Is this a coincidence? Or maybe...? What they normally do is +1 in the tenths (0.1 = 0.2) if it's a minor update, but if it's a major update they +1 in the ones/tens (1.0 = 2.0 or 10.0 = 11.0) column, that's why when MTA gets updated, the last digit's change, unless it's a major update.
