It's called ACL and it's built into MTA :F

Look, I Want a resource or something that I (as admin) Could choose which commands have the other player that are player without any special thing. So I could give them money at the beggining of the game and they have to buy their cars, guns etc... Like a RolePlay mode.

ACL? I'v never seen that And obviously don't know how to use it

So, you're asking for a Roleplay game mode? well, good luck with that, I suggest you to either start learning how to script it or pay someone to do it.

You can also use the admin resource to modify the ACL ingame.
