MTA Crashes + San Andreas Too

So here is my Problem that

i think that i am missing any file of GTA San Andreas

See when i open San Andreas then click on Load Game and select the game and then ok then it crashes and give me this error.

It looks like your running Windows Vista or windows 7

Can you post your DX Dialog?

Steps:
1. Press the Windows key + R

2. Type dxdiag and press Enter; if a dialog box pops up asking you to check for WHQL digital signatures, click Yes

3. Click Save all information...

4. Include the contents of the saved log in your topic within
tags.

I helped him over teamviewer and the problem was that he was missing a stream.ini file(i think that's the file extension).
