About map zones

What im trying to do is a restricted area, how do i create it like a red zone on the map so if you press F11 you'll see a bayside is colored red ( bayside is a nuclear testing area in my server and also a military base ) so can some one explain me. oh yeah and also when they enter it it has to say "You've entered a restrictec area, the authority''s are alerted." and last but not least, it has to be shown to everyone exept people in ACL group "Military".
