Control binding issues

Okay, so I'm having issues with being unable to edit the default binds which seems to conflict with each other. With this I am unable to shoot because it switches the gun to the next one. I am unable to aim because it will scroll up the chat instead.

If I try changing the controls it will do nothing and keep the old controls. I tried the fix from the Wiki but it didn't seem to help.

Please try deleting the MTA\coreconfig.xml file in your MTA:SA installation directory, as well as the gta_sa.set file located in the GTA San Andreas User Files in your Documents folder/library (if running Windows Vista or 7) or My Documents directory (if running Windows XP).
