And I nee a new Skin for the Spy ( id=163)..

You can't replace the skin model (.DFF file), you can only replace the texture (.TXD file).

Just extract the image from the TXD and edit the picture with any image editor - even MS Paint will do. You don't need any particular skills in photoshop or anything in order to edit an image. Just make sure that you don't change the texture arrangement too much - if the face part is in the top left, it needs to stay there. If the leg part is centre bottom, it needs to stay centre bottom. But you can change the colours/detailing without any problems.

You can find your ped details in /data/peds.ide. Texture name from that is:

163, BMYBOUN, bmyboun,...

Use ImgTool to open gta3.img, find 'bmyboun.txd', extract it from the archive. Use TXDWorkshop to open the TXD and extract the image. Edit image as you wish, re-insert back into TXD using TXDWorkshop again. Done. Easy as pie
