Little help In CounteR Strike Radio

Hi all :D

i make script for CounteR Strike Radio it is work good but the Problem it is

Players repeat votes and the server very Noise

i want any one help me in this 2 things :

1- The player can in 1 minute play Only 1 command in the Radio

2- just player team can Hear the sound
