Map Editor Utilities

Hi, I wanted ask u for some map editor utilities as the subject says... I know only RCG but I saw people using an other utility then rcg. Can u tell me any other utilities? For example with rcg i can't do straight road with the same spacing and i cant belive that somebody doing it himself.. Sorry for my English i hope u will understand this. As you can see on screenshot below the object are renamed by ?something? and its not RCG. Do you know what is it and where I can download it?
