Crash upon start up

I've just recently tried to start up MTA and received this message

Delete D3D9.dll from your GTASA directory if one exists and any mods if you have any.

I do not have any mods and I could not find a D3D9.dll file in my GTASA folder

Never mind, just found out GTA:SA doesn't work at all
