I previously had a virus on my computer so i want to know of the Microsoft visual C++ have any side effects

If someone know if it has side effects plz tell me so i can also play multi theft auto!

If you're asking whether the file (I assume Visual C++ redistributable) is safe, it is, as long as you download it from the Microsoft website.

If you want to play ingame, you must have the client, not MS Paint.

If by "it's only a reader" you mean it's just the runtime files required to run applications, then yes. It's not a complete development package/environment/what-have-you.
