Get into the same car

I just got MTA:SA and am loving it. But I was playing on a server and they where running a mod of some kind. I could get into cars with people and if they didn't want me to it would tell me the car was locked. When I do this in the default MTA I just steal the car. Any way I can get that feature on my lan server? Thanks!
