Every times i click on "Download lastet version" the browser don't download nothing file!

What browser is that? It looks like Chrome but with upside-down tabs

Try to right-click then Save as.

It might also be a corrupted download and so you need to clear the cache of Chrome (in Options -> Advanced options, click Delete data and check Clear cache then Ok)

It seems apparent he's referring to Resources from community, not the MTA installer.
