This problem started on thursday when i tried to join a samp meet on some server. samp crashed before starting and it gave me some error report.
well later that day i wanted to play mta but noticed that it was effected too. i got the "stop playing with yourself" screen but nothing happened after that. i´ve had samp and mta both for awhile so i dont think the problem is having them at the same time pointing to the same folder like i´ve read somewhere. i did try reinstalling sa, mta and samp and then telling samp and mta to go look for the installation from different sa folders but it didnt help. yesterday i talked to scarface on irc and he told me to look from the wiki.

If you use nVidia GeForce, try turning off nView Desktop Manager before starting MTA.
Also try deleting GTA San Andreas settings file ("gta_sa.set") in "Documents\GTA San Andreas User Files" folder
so i turned nViwe off and deleted the gta_sa.set file. nothing. im out of ideas.
