How to get a 1.0 Root Server

Hi how i can make a 2.3 windows server to a 1.0 server?

Install 1.0. You can install it either right over DP2.3 (it's advisable to backup the server files just in case) and it should update the core files. Or, you can install it in a different directory and then transfer all files you need from DP2.3 to 1.0. (resources, ACL, accounts, mtaserver.conf, modules, ...)

In Delux Host i cant change some files, like mta-server123.exe, core.dll and so on ...

Guess you'll have to contact your server provider directly about upgrading to 1.0.
