I have a question how do I create / votemode and / votemap?

Start the votemanager resource. If they're not enabled, check the votemanager's xml file(s), there's a setting there for different functions you can enable.

And how do I do it all?

On server's console, type the following:

start votemanager

Then, at the game, type the following:

/votemode

(for change mode)

or type, /votemap

(for change only map)
