You don't really give any information about what kind of server you'd like to start, but as a general rule, your best bet is really to learn Lua and script for yourself, maybe get a buddy or two in on the project. It's not all that hard to grasp if you get a decent tutorial and spend some time on it. You'll also want to read the lists of functions and events to get an idea of what you can do. The scripting forum and IRC channel (#mta.scripting at irc.multitheftauto.com) can also be helpful.
