Text on Objects, New Objects, New Skin

I have a few questions:

1. I want to ask if I can give a text on the wall in MTA?
   
2. Can I upload on server new objects than San Andreas Word has?
   
3. Can I upload on server new skins as cars ?

even the first one is possible, you just need to create a custom object (a rectangle or whatever shape you want) apply the texture with the text/picture on it and place it ingame so it covers the wall
