Just a normal PC would be more than enough I think with 1Ghz (2Ghz would be better if you wana have zero lag), 25 Gb hard disk space and 500mb ram (1Gb - 2Gb would be better for zero lag).

Bull shit, the specs are correct becausse there are no fixed specs but the 8 meg internet doesn't say anything becausse it's probably the download speed and if it is the upload speed you can handle probably 32 players (if there is only MTA data which has to be uploaded) without lag if the 32 players are close to your pc (the same country).

Lol, you can handle over 100 player if its 8mb, but its not, it is 512k or 1mb.

And Finnish 1mb uploads are about 700-800k, so if its 1mb his server can handle about 12-14 players.

Trial and Error, just try a 25 person server. If that works fine bump it up and keep doing that til you feel its too much.
