The biggest noob question of all time

Ok, this is a HUGE noob question and I am aware of that, so you don't have to tell me so. My basic question is: How do I get MLA? Do I have to own GTA for the pc? Or can you just download it and play it? From my expereince, i've learned that nothing is as simple as just downloading what you want and getting to use it. I know absoloutely nothing about technical crap, so help would be greatly appreciated. Thanks.
