Vice City Error-Crashes as Soon as it Starts

I know that the problem doesn't have anyhting to do with my Vice City installation. I've already done a fresh-reinstall, and other multiplayer programs work just fine(i.e. vcmp).

All of my details(such as name, version, etc.) are up to date. As soon as I connect to a server, and click Start Game, the problem occurs.

My monitor clicks as if to start the game as usual, but then clicks again and exits back out, giving me this message:

gta-vc.exe has encountered a problem and needs to close. We are sorry for the inconvenience.

When I look at further details, it gives me this odd line:

Offset: 02c3bd60

related files: f0f9_appcompat.txt

This makes no sense to me. Anyone help? Would be greatly appreciated. Thx much.

ok, i removed all of vcmp and its components.

but vice city is still shutting down automatically when it starts and give me the encountered problem error.

and before someone else says something, i've reinstalled vice city 4 times. nothin.

so, does anyone have any idea whats goin on here, and how to fix it?

Well, when u uninstall GTA VC, it only removes the files that are a non mod (like an VC MP folder or an Mod file) So find your GTA VC folder, uninstall your VC, then delete the files that are not deleted (Or just delete the hole folder after Uninstalling) Now, reinstall your GTA VC, if it still doenst work then try to uninstall the VC:MP (Or what u use for MP) folder an reinstall it.

Now it should defenetly work. GL 8)

but if i start mta:vc it says in WELCOME message:
