Connections Error more than | Please Help

Too many connections error!
What is the reason why the players get a connection error after 20 seconds or even less when they enter the server?
I have a friend who can't log into my server at all, and after a few seconds, a connection error occurs!
Even a player connects to my server and gives this error in the console:

[17:49:15] QUIT: Loading@7 left the game [Quit]

What is the reason for this?
