GTA: IV Multiplayer Speculation (Particularly for the 360)

If R* doesn't choose to make multiplayer themselves, then with this "Windows Live Anywhere" where we can connect our Media Center/Vista PCs, Could we essentially download an app to our 360 HDD that will put a multiplayer mod in?

Or do like an XBConnect thing, where they fooled the system into thinking it was "System Link"?

Aren't they both illegal? If they are, there is absolutely no doubt that the MTA team will not make such a mod, as they would face severe legal punishment, most definately from Microsoft but also probably from Rockstar themselves.
