Hello. Is there a way to create a custom radio on Vice city game? or just change the audio from one radio station and replace audio for some mp3 songs?

If so, how can I doit? or is there a program?

Just copy and paste your MP3 files into C:\Program Files\Rockstar Games\Grand Theft Auto Vice City\mp3

You could have found this out quicker if you had just read the game manual.
