Ok Ive Decided NO SCRIPTS! for my server :P but...

but i got to problems i want fixed

1. Others Cant Connect......

Ok i tried turning off my fire wall...nothing ...

In firewall options i added port 2003.....nothing

and i have a SiS 900 PCI Fast Ethernet Adapter how do i open port or let others go in....?

2. In Multi Theft Auto folder the Admin Tool Simply cant connect i type all the stuff an it says A problem Accured While Trying To Connect..

If your connecting to a server on your machine use 'localhost' as the i.p along with whatever port you set.

If you want people to connect from the internet, presuming you have a router you need to forward the ports from your router.

These things have been answered many times before, try reading through or searching the forums.

I suggest you give up on the whole setting up server thing. Either go to college and learn something about computing and networking, or go to http://www.gta-host.com and just buy a server. They will set one up for you, no hassle, no fuss.
